Philip Marlowe brings more than three decades of leadership across military, federal, and complex construction environments. His experience includes command-level military police leadership, multinational base operations, AT/FP management, and senior program oversight supporting major DoD initiatives. His approach emphasizes accountability, structured execution, and high-quality performance across all mission areas.

Mark Burke — Chief Information Officer (CIO)

Mark Burke is a cross-disciplinary technology executive with over two decades of IT leadership supporting enterprise systems, cybersecurity, healthcare operations, property management, and clinical workflow technologies. His experience spans secure infrastructure development, HIPAA-aligned systems, cloud architecture, AI-supported scheduling, and integrated operational platforms. He provides strategic technology leadership that strengthens SPS capabilities across construction lifecycle support, medical operations, training delivery, and enterprise expansion.

Dr. Lue Tekola, PhD, PE — Senior Structural Engineer

A global engineering expert with more than 24 years of experience supporting NAVFAC, USACE, the FAA, UN infrastructure modernization, and major DoD construction programs. His specialties include structural forensics, AT/FP design, envelope systems, resilience planning, and complex facility assessments. He brings unmatched technical rigor to SPS’s engineering and oversight operations.

Jordan Brown Peck III, PE (Ret.) — Senior Engineer & Construction Manager

With over 30 years of engineering and construction leadership across more than $7B in global projects, Jordan Peck offers deep expertise in MEP systems, petrochemical facilities, heavy civil projects, contract management, scheduling, commissioning, and constructability review. He is a key advisor for construction oversight, technical training, and engineering integration across the Pacific.

Dale A. Scholle, BSEE — Senior Engineer & Technical Program Leader

An electrical engineering leader with extensive experience in building automation, semiconductor systems, air-quality technology, controls integration, and federal construction quality management. He is recognized for Kaizen-driven process improvement, safety integration, and the coordination of technical teams across the U.S. and Japan.
